Site Health, Safety Environment and Quality Advisor (Upper Tier COMAH Site)
Location: Canvey Island, Essex
£45-50,000 + bonus + benefits
The Operations team at our Client’s Upper Tier COMAH site are looking to recruit an engaging and proactive Site Health, Safety, Environment and Quality Advisor for their Terminal facility.
Your role will be to partner with the site leadership in achieving its health safety, security, environmental and quality aims across all site operations & co-located teams to ensure the site remains legislatively compliant, in line with company HSSEQ systems and to improve overall HSSEQ performance.
Additionally, you will provide HSSEQ advice & coaching to all on site to help build an interdependent safety culture.
The role:
* To provide HSSEQ support for the site to help maintain and develop a safety first and right first time quality culture, with particular emphasis on regularly inspecting and auditing the operations to ensure service demands do not detract from compliance with safety, security, health, environmental and quality policies.
* Coach key site leaders and visitors in displaying “visible felt leadership” behaviours for others, and by taking personal ownership for safety, to support deployment of cultural change programme at site level.
* Assist and check that the site accurately records all reported hazards, near misses and incidents and that they are investigated in accordance with procedure HS-Q-06 to ensure all such events are known and any learnings are identified and implemented.
* Check and assist the site has an adequate level of emergency preparation by ensuring the site has up to date and regularly tested internal and external emergency plans has ‘available on demand’ emergency equipment to keep its emergency preparedness PSPI in the green.
* Support local emergency/COMAH site planning committees and ensure Public Information Zone communications are up to date.
* Assist site leader in the preparation for, hosting of and follow up from external regulator or insurance inspector visits, especially Competent Authorities (HSE, EA, local authority etc).
* Assist the site in maintaining its UKAS Accreditation as an inspection body by ensuring the necessary procedures, operator training and materials are in place.
* Assist the site with training and communication of HSSEQ of its staff, in particular induction training for new starters, refresher training to existing staff members and the delivery of toolbox talks and other HSSEQ communications.
* Ensure regular physical site walkarounds across all work locations to hazard spot unsafe conditions and behaviours, as well as recognise positive aspects of HSSEQ by the team.
* Take an active role in coordinating the Site Safety Meetings across departments and in the development of workforce engagement through coaching safety representatives.
The person:
* Degree qualified, or equivalent
* NEBOSH Diploma (or other level 5 relevant qualification)
* Experience and understanding of working to COMAH Regulations
* A trained ISO9001 auditor (including knowledge of ISO14001 & 45001)
* Accident Investigation practitioner
* Relevant experience gained in Energy, Pharmaceuticals or Chemicals
* Thorough understanding and application of HSSE management systems.
* Proficient in hazard identification and evaluation processes, to be able to facilitate HAZIDs and participate in HAZOPs.
* Understand, and be able to support the application of, key principles for process safety management.
* Thorough understanding of typical major hazard industry operations specifications and working instructions.
* Working application of Emergency Response Management and involvement in on-site team.
* Experience working with security management systems and understanding internal and external threats.
* Ability to create deliver effective HSSE presentations to all levels of staff
* Awareness of safety culture models and how to influence change
